Is Katy, TX in a flood zone?
It depends on the address. Sofi Lakes does not: the community boundary falls in Zone X, FEMA’s minimal flood-hazard area.
The greater Katy area spans three counties, and some parts of it do carry mapped FEMA flood zones. The mapped flood zones nearby (AE, A and AO) lie on neighboring land to the north and east, not inside Sofi Lakes.

What Zone X actually means
Zones beginning with A or V make up the Special Flood Hazard Area — the “100-year floodplain.” Zone X is what FEMA maps outside that area. The Sofi Lakes boundary falls in Zone X.
Does that mean you need flood insurance?
Not as a federal requirement. A lender must require flood insurance only in a Special Flood Hazard Area. Not required is not the same as not worth having — ask your insurance agent what a policy would cost here.
